Last week, 18-year-old Colby, a star wrestler at Ronald Reagan High School, was caught stealing $50 from his principal’s office to help his unemployed father. The year is 2020 and America is a very different place: Even minor crimes result in harsh prison sentences. Or young offenders like Colby can choose to avoid prison by submitting to torture.
